I need to know if it is a run-on, comma splice, or correct as it is.

It is a run-on sentence. (Two sentences: Happiness is a desire outcome. Most people don’t know how to achieve happiness.)

If you can’t see this you should study it a bit, and think about subjects and verbs and see that there are two subjects and two verbs, each applying to each other separately, so that makes two sentences–happiness (subject) is (verb) AND people (subject) know (verb)

Think of nouns and verbs if subject confuses you.
